On August 7, Malaysian Prime Minister (PM) Datuk Seri Anwar Ibrahim announced that the government intends to increase defence spending under Budget 2027 to strengthen the Malaysian Armed Forces’ (MAF) operational readiness and accelerate its long-term modernisation programme.
The announcement was made during the Semarak Kenegaraan Programme at Terendak Camp in Melaka, where PM Anwar said the additional allocation would support the acquisition and upgrading of defence assets and equipment in line with the MAF’s Future Force strategic development plan. The proposed increase would also fund personnel welfare initiatives, including improvements to military housing, the construction of a new hospital and the maintenance of basic facilities such as water supply.
Malaysian Chief of Defence Force General Tan Sri Mohd Nizam Jaffar said the planned increase demonstrates the government’s commitment to developing a modern, capable military force while strengthening operational preparedness and improving the welfare of service personnel and their families. He added that better living conditions and career development opportunities would help raise morale and enable personnel to carry out their duties more effectively.
PM Anwar also announced that the government had agreed in principle to simplify and expedite the promotion process for personnel of the Malaysian Armed Forces and the Royal Malaysia Police, aligning the system more closely with promotion practices across the wider public service.
The proposed increase follows a call by the Yang di-Pertuan Agong Sultan Ibrahim on June 27 for the government to prioritise investment in modern, technology-driven defence capabilities under the MAF’s Future Force concept. The King urged a strategic transformation of the armed forces to address increasingly complex security threats and fifth-generation warfare, stressing that military doctrine must evolve alongside technological advances.
The proposed increase in Malaysia’s defence allocation signals a longer-term effort to strengthen deterrence and military readiness in response to an increasingly complex regional security environment. Coupled with the Future Force concept, the investment indicates a strategic shift towards developing a more technologically advanced and integrated armed force capable of addressing both conventional and emerging security challenges.
On a regional level, Malaysia’s continued military modernisation could reinforce ASEAN’s collective security architecture by enhancing its capacity to contribute to maritime security, humanitarian assistance and disaster response and other regional defence cooperation mechanisms while supporting strategic stability in the region.
