On April 18, Indonesian President Prabowo Subianto addressed the speakers of all the regional parliaments, known as the Local People’s Representative Council (DPRD), as an integral part of the Leadership Consolidation Course (KPPD) in the Military Academy Complex in East Java. The programme, attended by 503 speakers from provincial and district/city levels, ran for four days and concluded on April 19.
The theme raised in the course event entitled “Strengthening the role of provincial/district/city DPRD leaders to support Asta Cita in welcoming Golden Indonesia 2045.” For context, Asta Cita is the eight-point policy agenda introduced by Prabowo Subianto as the core vision for Indonesia’s development during his campaign. It outlines priority goals focused on things like strengthening national security, boosting economic growth, improving governance, developing human capital, advancing infrastructure and industrialisation, promoting self-sufficiency, and increasing Indonesia’s global role.
In his remarks, Prabowo stated, “We come from different backgrounds, different regions, different ethnicities, different educational backgrounds, different professions, and different political parties. However, as children of the nation, we remain one.”
The activity aimed to align the policies and connection between central and regional government policies. Ace Hasan Syadzily, governor of the National Resilience Institute, stated that, “The DPRD, whether provincial, district, or city, is not only a political institution, but must be at the forefront in ensuring the direction of national development is in line with the central government’s grand vision in welcoming Golden Indonesia 2045.”
Discussions covered many important issues, including emphasising the four national consensuses and geopolitical challenges, enhancing integrity, leadership character, and professionalism. The retreat discussion also covered concrete efforts to realise the Asta Cita vision.
Moreover, Chairman of the Corruption Eradication Committee (KPK) Setya Budiyanto also provided meeting participants with material on integrity and anticorruption.
During his speech, Prabowo asked the journalists to leave the room. He appeared irritated by the media’s presence because he wanted to “speak frankly”, adding “[p]erhaps if I speak, some people will be displeased, offended or saddened.”
The closed-door nature of Prabowo’s speech manifests his preference for candid discussion. However, on the other hand, it also reflects the dilemma of accountability and political sensitivity in Indonesia’s political stage.
Prabowo has repeatedly emphasised the importance of strong synergy between the central and regional governments to accelerate national development and achieve the vision of Golden Indonesia 2045.
