Vietnam’s 16th National Assembly opens in Hanoi

Vietnam formally convenes its first session of the 16th National Assembly (NA) on April 6 to appoint country key leaders, the NA Chair, president and prime minister. The assembly of 500 lawmakers and key positional leaders gathered in Diên Hồng Hall at 8 AM.

After an official opening ceremony, the primary agenda featured an opening speech by Tô Lâm, the Communist Party of Vietnam (CPV) Secretary General. At the same time, Chairman of the 15th National Assembly Tran Tranh Man will also delivered the speech on Vietnam’s strategic objectives and achievements.

Then, procedural sequence begin as the National Election Council (NEC) which is responsible to organise and oversee elections across all level will draft a report. As the country’s unicameral legislature, the NA will conduct a closed meeting to elect and approve high-level positions following the NEC report. Soon after, legislators will determine the number of NA Standing Committee for the 2026–2031 tenure.

Subsequently, the NA Standing Committee will be submitting the proposal and draft resolution to elect the deputy chair and Standing Comittee numbers.

Once the reports on responses and revisions are drafted, the NA will officially adopt the resolutions via electronic vote to approve the appointments. When the processes are officially ended, the Assembly moved to the nomination and election of the NA Chairperson, Vice Chairpersons, Standing Committee members and other state officials by secret ballot.

The process formalised candidates previously chosen by the Communist Party of Vietnam (CPV) leadership for 2026–2031 term before proceeding to the election of the State President and Prime Minister which is set to be elected on April 8, 2026.
